New Zealand is making the transition from analogue to digital television. This is an important change project because with the digital switchover (DSO) analogue television signals will eventually be switched off. All New Zealanders will need to have converted to digital television by that time.

The Ministry for Culture and Heritage is managing the DSO process. We are seeking an experienced senior marketing and communications professional to manage the development and implementation of an integrated marketing strategy for digital switchover.

This is a fixed-term position initially for a period of one year.

In addition, for this role, the person will need the following specific skills, knowledge and experience:

1.    Large-scale Government or private sector marketing strategy and communications, particularly demonstrable success in changing behaviour.
2.    A high degree of organisation and ability to deliver outcomes to a project timetable.
3.    Skill at managing limited budgets and using innovative approaches to achieve greatest value for money. 
4.    Ability to lead and influence a wide variety of government, industry and community stakeholders in identifying and meeting communications objectives.
5.    Experience in commissioning and managing insightful research which delivers on objectives.
6.    The ability to assimilate complex information and make complex technical messages simple.
7.    Ability to think creatively, and to identify strategic priorities
8.    Experience in working within or with the media, and wide media networks
9.    Experience in development of public awareness campaigns, particularly at a community level.
10.    Highly developed political nous and sensitivity to political issues
11.    Excellent leadership and judgement
12.    Understanding of the work of the public sector and the role of the public servant
13.    Knowledge of the broadcast sector
